Why do CD drives make filesystem hang?

Just curious as to why the filesystem hangs when browsing a new CD or when
you take the CD out, it hangs for awhile, as if Windows is waiting on the CD
drive to tell me the CD I just took out is not there anymore. lol!

Is there a faster CD drive or software driver out there?

Got spin up and spin down time. Have several pc with different cd roms and
they all do it.
 
It seriously makes me go have a cigarette rather to sit and wait for my CD
drive to spin up. It happens even when you're not actually browsing the CD.
The CD will start spinning up for no reason sometimes, because some
application decided to access the system directory object. Why does Windows
let the CD-ROM drive hold up the entire filesystem!!! ahhhhh *smoke*
