Why can't I delete folder 'Program Files\microsoft frontpage\version3.0'

Why is it impossible to delete the folder
C:\Program Files\microsoft frontpage\version3.0
even when FrontPage is not running and
no files seem to be open ?

What can I do to be able delete the folder ?

Because it is part of the Windows OS, and is always in use. It has nothing to do with the standard
FP application.
