Why are some icons given top priority?

Some icons are not listed alpha but place in the same place as
IE/Outlook.

Irfanview gives their icon top priority too. How is that done and how it
undone?

Where? On the first column of the start menu? That because those shortcuts
are not inside the Programs folder.

Open Windows Explorer, click on Start Menu for your account (or All Users'
account) and you will see the "top priority" items listed along with
"Programs." Move them inside of the Programs folder to remove them from
that top section.

No the desktop.

Think of these as "system shortcuts." The registry stores them as
"NameSpace" items and they are handled differently by the operating system
than normal shortcuts.
