Is there some way of directing IE to place downloaded files in a specific
location (like M.... does)?
I don't know what M.... is, but when you download it file, it tells
you where it's going to put it. Instead of accepting that location,
simply navigate to wherever you want it (I put mine in a folder I've
created called \DL). It will remember that, and use it for all
downloads in the future, unless you change it again.

tried "help" with no success.
Actually, it can not be done, because you're confused about the
terminology. You can *not* put shortcuts on the Task Bar, however you
*can* put them on the Quick Launch bar, which is probably what you're
thinking of. (Although the Quick Launch Bar resides on the Task Bar by
default, it can be dragged off it and docked on any other side of the
screen you prefer).
To put a shortcut on the Quick launch bar, simply drag it there.
By the way, for the future, if you have two unrelated questions like
this, it's best to ask them in separate messages.
