Why 2 cookie folders?

I was referred here by someone in another group to ask a question about
cookie storage.

Can someone please explain why the cookies my XP Home system accumulates are
kept in two separate locations that do no seem to contain all the same
cookies? There is one cookie folder in C:\Documents and Settings\Owner that
contains cookies in files that are apparently arranged in alphabetical
order. There is another file of cookies kept in Temproary Internet Files.
These are arranged in the order they were obtained, and this list contains
cookies not found in the folder in "Docs and Settings". When cookies are
deleted from the Docs and Settings folder, they are not necessarily deleted
from the Temp folder at the same time.

Is there a difference between these two folders, and would someone please
explain what it might be?

Thank you for the reply and the information in your link.

I understand WHAT has been done, but I'll probably never be able to figure
out WHY! But I will, as you said, not worry about it.
