Cookie files and TIF folder

I'm using Internet Explorer 6 SP2. In the past, if I wanted to clear
out my TIF (Temporary Internet Files) folder, that would also erase any
cookies on my computer.

But now, cookie files are no longer stored in the TIF folder. I
manually looked and none are there. I can still delete cookies by clicking
the "Delete Cookies" button, but I'm curious to know why they are no longer
in the TIF folder. Does this have something to do with the recent XP
security updates from Microsoft?

I just checked, and now cookies are stored in the C:\Documents and
Settings\Owner folder.

Unless my memory is failing me, I could have sworn that emptying the
TIF folder also cleaned out the cookie files too. For the record, these are
the steps I'm talking about:

1) Open IE
2) Click Tools, then Internet Options
3) Click Settings
4) Click View Files
5) Delete everything there

Afterwards, webpages that stored my user ID's and passwords were
missing that info. But not now.

I have another computer running Windows ME, and when I follow the
above steps, there are cookies available to delete.
