WHQL submit fails

I have a couple of questions about about submitting drivers to winqual.
The driver passed HCT and produced whqlhct.cab. I stored this in the
same directory as the driver, and then submitted the .INF to the
winqual website. This returned a JB*.CAB which appears to contain the
driver and the whqlhct.cab, but on the sumary page winqual claims I
have not submitted the test report. I was never asked for it.

1. Should I have been asked for the test report and whqlhct.cab?

Signing the JB*.CAB file was fine, but now I cannot upload this.
"Upload could not be completed" after sticking at 100% for 15 minutes.
It's only about 450KB.

2. Is there a problem submitting signed packages back to the winqual
website today?

Hi,

May be you cannot upload the submission packing. When you check the
submission, you may find the cancel and upload buttoms. Recently, I always
fail to upload the submission packing. I need spend 1 ~ 2 days re-try. It
wastes my time. My boss will kill me soon.

Try submitting to one of the other WinQual servers. See 'I am
experiencing "Database not available" or "Application error" messages
or upload problems.' on
http://winqual.microsoft.com/help/winqual_faq.aspx

Additionally, I have found that when I get the same message that the package
could not be uploaded and to try later, that the submission is in the
database and if you view it it will indicate that it is "waiting for
upload". Just return to that submission and retry to upload the package.
It has always successfully completed for me at that point. There is no need
to wait for a couple of days.
