white icon with red cross on desktop can not be moved deleted stuck

A friend of mine was trying to create a start up icon for a weblink (
some golf site) it locked itself on the desktop and can't be removed
shows no activity when ri or le mouse clicked, stuck like a limpet.


Anybody has had a similar experience.

Things I have tried:

Reboot several times
Tried to ri and left mouse click to establish properties no luck
Rearrange icons no luck
Check desktop via windows explorer the limpet does not show up
Cleared all temp files no change


tried this group luck I hope

Tried Safe Mode?
Restart the computer. After the Power On Self Test (POST), press and hold the F8 key.
