Desktop Icons not Loading

When I am at my desktop, none of the icons that are shortcuts for webpages
show the websites symbol. If you are at a website and you click on (Make a
shortcut), it places it on the desktop and usually a icon representing that
website is shown on the desktop. Mine wont do this. It may have a few that
just happen to pop up after a few minutes but then they eventually go away
again. Has anybody else had this happen?

Favicons are stored in the Temporary Internet files, hence why they disappear
after time and the convert to the generic icon.
