I am totally new to buying website designing software. There is Front Page
2003 version, and then there is Front Page 2003 upgrade version. Is there a
Front Page program/version that has the original Front Page 2003 and the
Front Page 2003 upgrade all in one?

If not, then do I buy Front Page 2003 first? Learn how to use it. And,
then do I buy the Front Page 2003 upgrade? If there is a version that would
give me Front Page 2003, plus the Front Page 2003 upgrade all in one, please
let me know about it.

Thank you for your help.

You're asking in the wrong place. This is a newsgroup for the database
software Microsoft Access, not for the different program, Microsoft
Frontpage.

That said - they are exactly the same program; the "upgrade" version
is a less expensive option which you can purchase if and only if you
have "qualifying" software already installed. See

http://www.microsoft.com/office/frontpage/howtobuy/default.mspx

and look at the "upgrade eligibility" paragraph to see if you qualify.
