Where's the game tweaker in Vista Ultimate?

According to this old article and others on the web Microsoft was touting a
game tweaker for Vista Ultimate. I don't see any such feature in Vista
Ultimate. Where is it?

It was never a "final" feature.

I know the rating system is still there.

As for a game tweaker I haven't heard anything about that in quite some
time.
