where is it keep popping out?? Help!!!!!

Whenever I open a file or folder, it always pop out a
dial up connection thing, How can I fix it??
 
Open Internet Explorer, go to Tools, select Internet Options, go to the
Communications tab, place a check next to "Never Dial a Connection," click
apply and ok.
