Where do I start as a rookie?

I would like to start my own personal webpage. I am interested in learning
FRONTPAGE. If it takes some time then so be it. I currently have 25 MB of
online storage available for webspace from COMCAST? They also have something
called enabling FRONTPAGE Extensions.

1.) Can I also set up a forum within FRONTPAGE and have it hosted on a
website?

Start with a good book (or even a bad one) on HTML. The more you know about
HTML, the easier FP will be for you. Give it several weeks before you ever
touch FP....

Where do I publish the site once it is completed

It would go to your hosting account. To have one of those, you need a
domain name registered to you, and you need a selected host with a web
hosting account. Then you would need to point the domain name to the web
host's servers (that would be done through your domain registrar), and you
would then be able to publish the site files with FrontPage.

And how
do I integrate a forum I already have.

It appears that your forum is written in PHP. You may find it challenging
to work with this on FP....
