when i press send and receive the operation fails

When I use either the send/received button or use send receive all from the
top menus or hit the f9 button I get the following error message:

"The operation failed"

My mail can still be downloaded by choosing the individual accounts so there
is nothing wrong with their settings.

I need to know how to get around this problem.
