Here are a few things to try:
- Double-click anywhere to the left of the End Task button. This will
help if the Task Manager is in "Small footprint" mode.

Line 51. (r-h column) Enable the Task Manager
This will help if some malware has changed the Policy settings.
- Line 113. Enable the Task Manager - Disable - Repair
Try the repair, and the enable options.
