When creating a new e-mail message, can I have two "New" mail message buttons?

I have a user who'd like a regular "New" mail option on the toolbar, but a second button for a "New" mail that she sends with a legal disclaimer on it. I've discussed the option of putting the legal mumbo-jumbo into her signature, but that's not what she wants. Any ideas?
