when a falldown menu is not listed

When i press a F(file), E(edit), V(view).. any button, fall-down lists are
not shown.
I just recognize the frame of the list, so I can not choose a category what
i want to choose

at the bottom of the drop down menu is a button with a down arrow. click
that to see ALL options
