Wheel mouse usage in XP Windows Explorer inconsistency

Having recently moved over from Win98SE to WinXP Home SP2, there is one
thing that I have noticed when using Windows Explorer which is a real
nuisance.

In Win98SE, scrolling the wheel, on a mouse, moved the pane in Windows
Explorer that had focus up and down as required. The folder pane could be
scrolled to find the right folder and moving across to the details pane
(without having to click inside it) allowed the wheel to scroll the file
list.

In WinXP Home, this behaviour no longer seems to function. To get the wheel
to active the scroll, it is necessary to click inside the pane to give it
focus so that the scroll can begin. In the files pane, this is not that much
of a problem, but in the folders pane, this is a real nuisance as you either
end up clicking on the wrong folder and refresh the files with the content
of the new folder, or you have to make sure you click on exactly the folder
you are currently viewing. It was so much easier just to move the mouse
pointer into the folder pane and start scrolling without having to click
into it to get focus.

Is this just a problem with WinXP (it is not mouse related as the same thing
happens on my work PC as well as my home one), or is there some setting
buried somewhere that I have to activate.

It is not really a major headache, just an unnecessary pain in the ar$e!

I use an ordinary wheel mouse with intellisoft at work and a Logitech MX100
laser mouse with its driver at home - if that is of any relevance. I can
find nothing in either driver that will let me do what I want.

Nice tip - that works well. It never occurred to me to try the wheel button
itself.
