What's this: "content protection is enabled" ?

The scenario is this:

The boss of a small office using Outlook 2003 has given permission to
allow his employees to view his calendar, only the secretary and he can
add appointments. However some of the appointments will eventually
display "content protection is enabled" and no one is able to see what
was actually entered for the appointment, this includes the boss and
secretary. Any idea what is causing this? I'm thinking it's gotta be a
security setting but can't find anything wrong. Any ideas? Thanks.

"Content protection" suggests that the Windows Rights Management client was installed on the machine that created the appointment and that it was invoked with the File | Permission command. I've never heard of that happening, but if that's the case, the person who originally created it should be able to open it, from the same machine where they created it. If that doesn't work, I don't have any ideas on how to get past the protection.
