What to do about this error message?

I keep getting this error message. I am not running any additional
firewalls, so I don't understand what it is trying to do.

The target file for the Windows Feedback Platform (a DLL containing the list
of problems on this computer that require additional data collection for
diagnosis) could not be downloaded from
https://oca.microsoft.com/wmr/RacUR.xml. The error code was 80072F76.
