Target file for the Windows Feedback Platform???

I started getting this error message about every other time I boot up my pc
since 6/1/07. I have no idea how it started popping up. Anyone with any
ideas what on earth this means or how to resolve it?

I got exactly the same. Started same day as well. I would gess that a
Windows update messed things up. The update that day was "Definition Update
for Windows Defender - KB915597 (Definition 1.18.2628.1)".

Did you ever find a solution to this? I checked and you are absolutely
right. The only thing that changed on my pc was the windows defender
definition update. The thing that's weird is I recently reinstalled Vista
Home Premium (updated motherboard, etc.) and the error is now gone. Let me
know if you are still getting the error. Thank you!

Below find the info on this error from support.microsoft.com. It seems this is expected behavior, not a problem. If you do not like the error and are not using the microsoft customer experience improvement tool uninstall the update and the error will go away.

CAUSE
This problem occurs because of the behavior of the Windows Error Reporting Service (WerSvc). If the manifest file (Wertargets.wtl) is in an expired state when the Windows Error Reporting Service starts, Windows Error Reporting Service logs Event ID 5007. This is the expected behavior of Windows Error Reporting Service. However, the manifest file expires when the service starts. Therefore, Event ID 5007 is logged every time that the computer starts.

Note This event does not indicate that a problem exists on the computer. You can safely ignore this event.

This is a part of the Microsoft customer experience improvement program. If you are not running this utility, which many are not, you can uninstall the update that causes the error. If you are letting microsoft view your windows usage in aggregate form through this program, this is expected behavior, just ignore the error.
