What is "tweak ui?"

It was suggested on this forum that I use Teak ui in
order to delete the Recycle Bin Icon that I no longer
want. What is tweak ui?
 
Download and install TweakUI:

Microsoft PowerToys for Windows XP (TweakUI)
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp

After installing, go to Start > Programs > PowerToys for Windows XP >
TweakUI.

Since you like to really tweak and control your computer, you should
have a look at x-teq setup pro. Download and install it and have a look
around. Perfect for those of us who like our computers personalized.
