What is the retention time for Archive items and items in .pst fi.

Not sure what you mean by retention time. Please rephrase your question
w/more detail. Include your version of Outlook...
 
you can choose any time to archive - items stored in a pst are not deleted
unless you delete them or configure autoarchive to delete them.
