What is needed to support multiple input languages in RIS image?

I'm setting up RIS to automatically install Windows XP, and my users need
the ability to input in multiple languages (in particular, Japanese and
Chinese). I found instructions on incorporating MUIs into an RIS image.
However, before I go down that road, are MUIs what I need for language input
ability, or are they focused on a foreign language version of Windows XP?
What is needed to have multiple input languages auto installed in an XP RIS
image?

I tried the first one (deploy MUI), with no success. I don't think I'm going
to spend any more time on it, as I believe I only need IME support. However,
I don't know how to deploy XP with specific IMEs installed using RIS. Can it
be done, or should it be done as a MSI post install?
