What is file desktop.ini

The file "desktop.ini" with the contents below, appeared on my desktop, but
with a faint appearance, when "display hidden files" was requested. It
disappears when I change the folder options to hide hidden files.

I therefore assume it's supposed to be there. But what does it do? And why
on the desktop?

File contents:

[LocalizedFileNames]
Windows Media Player.lnk=@C:\WINDOWS\inf\unregmp2.exe,-4

Hi,

It controls the way you see the folder in which it resides. This is a normal
file.
