What is 1402 error

In trying to install a program into WinXP home I keep getting a 1402 error.

Anyone know what this is and how to fix it?

Could not open key: [2]. System error [3].

See it wants to tell you what is wrong. 2 will have the keyname and 3 the Win32 error. The program is secret too.
