Office Install registry error

When installing either Office XP or Office 2003 on a system running XP
Pro, I get the error


Error 1402. Setup cannot open the registry key
HKEY_LOCAL_MACHINE\software\Microsoft\Windows\CurrentVersion\Run\OptionalComponents\IMail
Various searches indicate that I should change permissions on Error
1402. Setup cannot open the registry key
HKEY_LOCAL_MACHINE\software\Microsoft\Windows\CurrentVersion\Run\OptionalComponents\
to full control

I go in as Administrator and have absolutely no access to this key.
Can't modify, can't delete. Any ideas?

Various security programs will block access to Registry keys they believe
are sensitive. Boot into Safe Mode as Administrator and try there.

NOTE: If you have Zone Alarm 6.5 you will have to uninstall it to get
access to the keys.

Sigh. Already did the Safe Mode. Same result.
