What gives with Win zipping files to a CD?

What gives with Win zipping files to a CD?
It appears that if you open a new zip file on say K: drive
you get only the option to open it on
C:\documents and settings\Machine\local settings\application data
\microsoft\cd burning.
I am using Winzip 8 and XPsr2

Why use a 3rd party zipper..Simply R.click a zipped file,select extract,xp
extracts the file(s).Or R.click a file(s),select send to zipped file.XP
doesnt
need 3rd party software for that...
