What does this mean?

In an attempt to create a Utility disc and a Restart disc, I placed a
1.44mb floppy in the drive and after analising the said disc, I
recieved the message Unable to obtain Floppy Drive LOCK

I am trying/installing System Commander on my machine which has 3 os's
on it.

Any ideas please?

Found out that an UNformatted floppy was needed
