What does NAVPMC.EXE do?

I have this program in a subfolder of my Windows directory. I can't tell if
it is supposed to be their or not. It keeps wanting to connect to the
internet. Is it a virus?
 
But the program is in the Windows file and not the Norton file. Also, there
is no info in properties saying its a Norton file

The only other Google hit besides your postings was a French posting that
suggested that this is related to a new trojan: Win32/Simcss.Trojan as
detected by E-Trust InoculateIT 6.0. Try downloading the latest Norton
"Intelligent Updater" file and scanning. If still no detect, quarantine the
file and send it to Symantec: http://tinyurl.com/tnd7 I've never done this;
if there's an opportunity for a short comment, you might mention the name
Win32/Simcss.Trojan.
 
You may have something. The Simcss trojan (magicon) has been appearing on my
computer. However, when I blocked navpmc from accessing the internet and run
NAV it does not detect navpmc as a virus. I've quarantineed it and so far no
more virus. I've sent it to Symantec for a check.
