what do I need to do to get the phone dialer to work

I am snowed in and without a phone. I really could use
some help here. I have a loaded up computer and don't
know how to use half the things on it. I am without phone
service right now and want to know if I can dial through
my computer or do I have to have an active phone account
with the phone company. Can anyone help me? Thanks, sheri

You need an active phone line to make dial-up connections.
