does a wep key need to be 26 letters and numbers long?

It doesn't need to be, but it might be. In most cases, it's up to
you, since most wireless network cards support two WEP key lengths and
let you choose which one to use:

64-bit: 5 ASCII characters, or 10 hex digits (0-9, A-F)
128-bit: 13 ASCII characters, or 26 hex digits (0-9, A-F)

All of the wireless network gear that I've used ignores case in WEP
keys.

No. The network setup wizard doesn't know whether a network
connection is wired or wireless, and it doesn't know whether WEP
encryption is enabled.
