welcome screen does not show when booting

Hello All,

When I boot my PC the Welcome Screen does not appear. I have set the
Welcome screen to come on as well as having 2 users on the system. I had
read from Microsofts site that you must have at least 2 users with passwords
to come up the the welcome screen for individual logons. When logging off
a user the logon screen does work. But from boot up it bypasses the welcome
screen. In local policy I have the logon ctrl+alt+del to disable and tried
the classic way instead of the welcome screen. Boot up still bypassed the
logon screen. What am I forgetting to set?!? I did try to do a sfc/scannow
which found no problems. Running XPpro.

Try this:

Click Start, and then click Run.
In the Open box, type "control userpasswords2", (without the quotes)
and then click OK.
In the dialog box that appears, select the Users must enter a user name
and password to use this computer check box, and then click OK.
