Welcome Screen Disabled

I have XP Pro SP3 without a Domain. I cannot get the Use Welcome Screen to
be enabled. i go to user accounts and select use welcome screen, then click
apply, but when I log out I get the "Select Ctrl Alt Del" screen and when I
hit ctrl alt del, I get the classic logon screen (type user name and
password). Any Ideas?

From the Start > Run type "control userpasswords2"
verify that under the "Advanced" tab make sure that
"require users to press Ctrl+Alt+Delte" is deselected
