Weird TO and BCC issue when fax is involved

This is going to be a little long, but its a strange situation. Not sure if
anyone else has seen this, but I am looking for possible solutions (if they
exist).

Currently we are using Ablaze (Avectra Membership DB program) to store all
our membership related data, and we have Rightfax Enterprise v8.5 for our
network related faxing needs. Both Ablaze and Rightfax are integrated into
our e-mail system (Exchange v5.5 SP4 and Outlook XP SP2) We can then use
the Ablaze program to generate massive email/fax lists to be used with
Outlook. The faxes simply have the header FAX: appended to the name/fax
number, this way Exchange knows to send that data to the Rightfax connector
(in Exchange). Example = 'FAX:Jeff Rhodes@9995559999'@/FN=9995559999.

I have recently noticed an issue when you are using BOTH email addresses and
fax numbers in the same message. This problem happens, regardless if I use
Ablaze to generate the email/fax addresses, or if I do it completely by
hand, so the problem is definitely in Outlook. Specifically, when ever we
send out a mass communication e-mail/fax, we always BCC it, to protect
everyone's email and fax numbers.

Anyway, Outlook for some reason moves ALL the FAX numbers back to the TO
line, when ever one of these messages are sent. The EMAILS still go out as
a BCC, but not the faxes. They go out as a TO. So, essentially, what
happens, is that all the people who received the message by EMAIL can see
all the fax names and numbers in the message, due to them being sent with a
TO.

The fax people can only see themselves, as my Rightfax system never shows
alternate recipients on the fax coverpages. But I don't like the fact that
the email recipients can see all the fax numbers. We have already had a few
people complain about it, which is how I found out about it in the first
place. We never noticed it in testing phases (whoops).

Also, if I do a CHECK NAMES function in the message, then it also moves the
faxes out of the BCC line into the TO line. I am not really sure where to
even start with this problem, and was hoping so of you all may have seen
this issue before.

I am looking to stop Outlook from performing this move feature, so that all
our data can be sent through the BCC line.

Any help would be appreciated.

Since the current Faxing does not support notion of CC and BCC, all Fax
recipients are moved to the TO: list to let the sender know that this is
the case. I don't think there's any solution and neither is one being
planned. Will check with devs and get back.
