website machine registration

I am trying to implement some functionality I've seen on banking
websites. Perhaps someone here knows how its done. The website seems
to detect me connecting from a different machine than I've previously
used and asks extra security questions before allowing the connection
to continue. I can imagine two ways to do this : certificates or
cookies. But neither of those solutions seems to be used here. I
checked my certificate store and did not see any certificates from my
bank under Certificates - Current User/Personal/Certificates or under
Local Computer.

One website I looked at claimed to have put a 'secure cookie' on my
machine. However I went to Internet Options/General tab and selected
Delete Files under Temporary Internet Files. I also selected Delete
All Offline Content. I also selected the Delete Cookies button.
After doing this, I logged onto the website but it knew my computer
was ok which means the information was not deleted. Is it possible
for a server to install a cookie on a client's machine which they
cannot see and which cannot be deleted?

What other possible way can this functionality be implemented on a
website?
