Webmail 2003 - 2 Queries.

I am running a MS Exchange 2003 Server and use 2003 clients. When users use
the webmail facility there are two things that they can't do:

1) When replying or forwarding to an email, the email does not include the
history.
2) They can only view the Global Contacts and not their own local address
book.

Is there a way to switch between the 2 Address Books when in a new email, so
that the user can choose both global and local contacts?
 
Try posting to an Exchange group - Outlook Web Access (Webmail) is a part of
Exchange, not Outlook.
