Web Pop Ups

Can anybody help me stop Web Pop Ups. I am led to
believe that these are written into the XP software.
Without actually purchasing software, is there a way I an
configure my pc to stop these.
 
Hi,

Does the header of the popup say "messenger service"?

Start/run services.msc and disable the messenger service. Or, enable the
firewall (properties/advanced of your internet connection).
