web pages open in minimized mode

When i start internet explorer (6.1) it sometimes opens in
minimized mode rather than a full page. Also when i click
on a link within a web page , the new page opens almost
always in minimized mode rather than as an open page.
is there any way to get these pages to open normally ?

Click on a link to open a second browser window. Drag the corners of the new
window to full screen. Close the first browser first, second browser second.
Or
Modify the registry key HKCU\Software\Microsoft\Internet
Explorer\Main\FullScreen REG_SZ to
"yes".
