web pages not loading despite good isp connection

I am having web pages not loading problem.
Several programs were run, including Norton, XoftSpy and
Ad-Aware,
in order to clean out system with very deep cleaning
options. All to no avail.
Thought it might be more than one Winsock.dll file so
searched that out but looks good, only one in
System32 folder.
Next I reinstalled IE components and when that didn't
work, reinstalled XP.
Still same problem.
Any help or ideas would be greatly appreciated.

I should add that the message at bottom of page (after it
doesn't load) is:
Opening page res://C:\WINDOWS\System32
\shdoclc.dll/dnserror.htm...
