web contetn in active desktop

I tried to add a web content (weather map) to my active
desktop. In Display properties > web, I checked the box
for "show web content on my active desktop. Then I went
to add web content as a new desktop item and I get the
message "This active desktop item was not created". I can
not even load active desktop itmes from Microsoft's active
desktop gallery.?? Any ideas??

That didn't help. I don't have a problem with active
desktop items stop working when off-line. I can not load
any items to the desktop in the first place. This problem
is only for internet pages, such as weather maps, that I
want put on my active desktop. I don't get an error
message, just a message that says that the item "was not
created".
