Stumper - Active desktop problem - Please Help

I can only use my Explorer home page to load web content
to my active desktop. The home page goes on my active
desktop with no problem. If I try to load any other web
page, I get the message "This Active Destop Item was not
created". What do I need to change in order to add other
web pages to my active desktop?
Please advise,

There are Group policy settings that may affect this [gpedit.msc] under user
configuration/administrative templates/desktop. This is not really a security issue
and you probably would get more responses in the win2000.general newsgroup. ---
