Help! Active Desktop - Backgrounds

I have been using some of my favorite jpeg's for my desktop background
image.

I am trying to reduce my PC's overhead by not using processes that are
not necessary, so I would like to not use active desktop, since I
don't have any actual web content on my desktop.

After I turn off active desktop, and then try to select a jpeg for
background, it states that active desktop must me turned on for this
function to work.

Is there a way for me to use static jpeg's as backgrounds, with active
desktop turned off?

You can change them to .bmp, but .jpg files are what is known losy raster images.
Each time something is done to one, it looses some of it's quality.
