How do I create a new watermark that has both text and shapes?

You can create a watermark in a drawing program then insert the image into
Word.

In Word
Select the image then on the Picture Toolbar select Text Wrapping choose
Behind Text then you can position anywhere on the page next click the Color
and choose Washout
