help with this"How do I make a watermark "template"?

Our office has just been updated to Office 2007 products. I read & printed
the posts to How do I make a watermark template. I've created a custom
watermark but am not able to save it to the Watermark Gallery. When I try
going to Building Blocks it does not give me the option to Save Selection to
Quick Part Gallery. Nor does it let me Save Custom Watermark when I create my
watermark. What am I doing wrong?
I need help!!!!!

Insert your custom watermark into the document. Open the header (Insert >
Header > Edit Header). Select the watermark that you have inserted. You can
now save it to the Watermark Gallery.
