Want HTML not Plain Text for Received Messages in Outlook 2003

In Outlook 2003, some of my received messages appear in HTML. Some in Plain
Text (same messages received on other PC's in HTML). Then I must
Edit/Format/HTML each individual message in order to read the HTML text.

Want all to appear in HTML when received.

Tools/Option/Preferences/E-mail/"Read all messages in Plain Text" is not
checked-marked. (and some messages appear in HTML from the outset)

What other setting is changing some of my received messages from HTML to text?
