Viewing HTML email in Outlook 2007

Many - but not all - HTML coded email messages I receive are shown in plain
text format and not HTML. How can I see them in HTML format. These are emails
that are coming from Safe Senders through a normal mail server. When I was
using Outlook 2003 they appeared as the sender had formatted them but in
Outlook 2007 - no more.
