W2000 crashing and rebooting repeatedly

upgraded from W98 to W2000 with Norton AV. Began having
random crash reboot problems. Installed service packs
1,2,3 and Norton upgrades. Still crashing. Worm free. Can
not update Norton AV says file can not be updated. Can
not Safe boot says kernal probem. Try to get on Internet
to check for patches and system crashes when address bar
is accessed in IE. Any solution other than complete clean
reinstall?

Befor this you might want to try this:

- During Startup, press F8

- In the Menu that comes up select 'Last known good Configuration' and press
Enter.

I hope that it can be resolved as simply.
I suspect that whatever has been causing this has been
around for some time.
