VSS error 8193 and DECOM error

The above error messages are listed in event viewer. The VSS error appears
in applications and the DECOM one appears in system and with high
regularity. The explanation says something about a missing dl file for
DECOM. How can I tell which one is missing? Could this explain why I
sometimes get a "stall" in my internet broadband connection, causing
intermittent lag in games?

I have just discovered how to copy the exact details of the error messages:

Just an FYI:
Everyone who has upgraded to SP1a is getting this error, I
even have the VSS disabled and still get this error.
