VPN with Proxy Server 2.0

We are running Windows 2000 Server with Proxy Server 2.0 and are trying to
setup a VPN. Clients can connect to the VPN server but have no access to
anything.

Can we setup a VPN with Proxy Server 2.0 running?

I can't see why Proxy Server would make any difference. VPN just gives
you an IP connection. It doesn't give you automatic name resolution like a
LAN connection does. Can you ping by IP to a LAN machine?
